Thank you for your report.  The problem seems the one fixed in DeleGate/6.0.9.

A patch for 5.9.12 about the problem is also distributed at
 <URL:http://www.delegate.org/mail-lists/archive/delegate/9006>
but I recommend you to upgrade your DeleGate to 6.0.9, which will be
6.1.0 stable version as is.  Or you will be able to avoid the FTP XDC
problem with the NOXDC environment variable with 5.9.12.
