"FORWARD" is applied to SOCKS connection so that you can establish
a connection to a SOCKS server via an another proxy server.
With your configuration, any connections to any servers, including
connection to your Socks proxy server, will be forwarded to your HTTP
proxy.

 |what I want
 |Only, for example, one site (used here: http://www.evernote.com/Login.action)
 |should be routed over socks, for example in this way:

Limiting the target protocol to be relayed via the HTTP proxy will
solve the problem. For example,

 |FORWARD="socks://127.0.0.1:8080/-4-_-*:*.evernote.com"
 |FORWARD="http://#user:#password@192.168.164.68:8040-_-http,https"

or

 |FORWARD="socks://127.0.0.1:8080/-4-_-*:*.evernote.com"
 |FORWARD="http://#user:#password@192.168.164.68:8040-_-!socks"

and so on.

Cheers,
Yutaka
