But how does the connection to port 10021 on host C get defined?
And, what if I need to run the delegated (host B) service on a different 
port, say 5605
And, how would this be defined in a configuration file, rather than on the 
command line?

It is done like this: 

  delegated -P21 SERVER=ftp MOUNT="/* sftp://HOST-C/*"

Note that the sftp/FTP gateway by DeleGate is not implemented on Windows,
and maybe on some Unix.
