You can use any port.

You seem to be receiving the connection from the client 65.27.82.34
at 192.168.0.120.

It think so.  The default IP address of clients permitted by DeleGate
runnting at 192.168.0.120 is limited to 192.168.0.[0-255].
It can be chanbed with RELIABLE or PERMIT parameter, for example like
RELIABLE=".localnet,*.rr.com"
