 |Currently, I'm using the command line:
 | delegated -P119 SERVER="nntp://{*}" REMITTABLE="nntp" ADMIN=dgersic@niu.. DGROOT=d:\lbin\delegate -vv

 |few lines of the screen log display are:
 | 03/14 16:10:46.37 [982] 0+0: --INITIALIZATION DONE--

Was there a line about incoming port just after starting, like follows?
03/15 07:42:44.39 [19562] 0+0: PORT= 119/6 (39,15)

 |after which, netstat -s shows that something is listening on the NNTP

Are you sure that this line does not appear without DeleGate running?

 |like it should be. But, when I attempt to connect to it using
 |FreeAgent, there is no response. I also attempted to telnet to the
 |port, and got no response, so I don't think it's a problem in
 |FreeAgent. netstat -s never shows anything using the NNTP port,
 |regardles of whether I'm trying to connect to it or not.

And nothing is appended to the log (or console) after "INITIALIZATION DONE" ?
If so, a simple HTTP proxy like "delegated -vv -P8080" will not work also.
It shows any DeleGate does not work on your host by unknown reason.
