Have you read any documents about DeleGate?  If not, I recommend
you to read doc/tutor-en.htm or doc/Manual.htm which are
included in the distribution file of DeleGate, or availavle
on line as <URL:http://www.delegate.org/delegate/tutorial/>
and <URL:http://www.delegate.org/delegate/Manual.htm>.

The answer for your question is included as the one of 
three minimum intructions in tutor-en.htm:

>c. DeleGate implicitly allows only access from networks local to
>   the host of DeleGate. You can explicitly specify hosts, networks,
>   or domains to be allowed using a PERMIT parameter like this: 
>
>    PERMIT="*:*:host1,123.123.123.123/255.255.255.0,*.your.domain"

A possible solution in your case is to specify like this:

  PERMIT="*:*:!www.xyz.com"
